Who Runs the Rebate Program
The Utah grass removal rebate is administered by the Jordan Valley Water Conservancy District (JVWCD) through their Utah Water Savers program. This is the official program that covers most of Salt Lake County including Sandy, Draper, South Jordan, West Jordan, Riverton, Herriman, Murray, and surrounding cities.
The program pays up to $3 per square foot for removing qualifying irrigated turf (bluegrass, fescue, ryegrass) and replacing it with approved water-wise materials — rock, gravel, mulch, or drought-tolerant plants.

Exact Steps to Apply
How to Get the Rebate — Start to Finish
Follow these steps in order. Step 1 must be completed before any grass is removed — starting removal before pre-approval forfeits the rebate entirely.

Apply for pre-approval at utahwatersavers.com
Go to utahwatersavers.com and click "Apply for Rebate." Create an account, confirm your address is in the eligible service area, then fill out the pre-approval form — you'll need your water account number (on your water bill) and the approximate square footage of turf you plan to remove.
Submit before photos of the grass from the street and multiple angles.
Step 2 of 5
Receive pre-approval, then contact Lundberg Landscape
Pre-approval typically takes 1–3 weeks from JVWCD. Once you have written confirmation, call or text Russ at 801.450.0198 to schedule.
You can get a quote from us while waiting — we just don't begin work until approval is in hand. Your approval will specify the maximum square footage and approved replacement materials we must match.
Step 3 of 5
Lundberg Landscape removes grass and installs your new landscape
We handle everything: sod stripping, debris hauling, grading, weed barrier, rock or gravel install, and drought-tolerant plant placement. All materials are selected from JVWCD's approved list.

Submit your post-installation claim at utahwatersavers.com
Log back in and submit your claim with: after photos, measured sq ft (we provide this), your Lundberg Landscape invoice, and confirmation that irrigation in the converted area is eliminated or converted to drip.
JVWCD may schedule a brief in-person inspection — most happen within 2–4 weeks of submission.
Step 5 of 5 — Done
Receive your rebate check in the mail
Once the inspection passes, JVWCD mails your check to the address on your account. Typical timeline: 4–10 weeks after installation, depending on inspection scheduling and processing volume.
The rebate goes directly to you — not to Lundberg Landscape. You pay us for the project, then the check arrives separately from the water district.
What Qualifies for the Rebate
- ✅ Property is in the JVWCD service area (most of Salt Lake County)
- ✅ Removing qualifying irrigated turf — bluegrass, fescue, ryegrass, or similar cool-season grasses
- ✅ Replacement covers at least 80% of removed area with approved materials
- ✅ Irrigation in the converted area is eliminated or converted to drip
- ✅ Pre-approval obtained before any removal began
- ✅ Project completed within the pre-approval window (typically 90 days)
What Does Not Qualify
- ❌ Starting removal before receiving written pre-approval
- ❌ Replacing grass with artificial turf (excluded from most program cycles)
- ❌ Replacing grass with a different type of grass
- ❌ Properties outside the JVWCD service area
- ❌ Unapproved replacement materials (we always verify before ordering)
- ❌ Incomplete coverage — replacement must cover at least 80% of the removed area
